Slutsky Leonid Eduardovich - Biography
Slutsky Leonid Eduardovich was born on January 4th 1968 in Moscow. Graduated Moscow State University of Economics, Statistics and Informatics (MESI). Doctor of Economics (2001), head of the Chair of International relations (MESI). Deputy of the Russian Federation State Duma (3rd and 4th convocations) , first Deputy Chairman of the State Duma Committee on International Affairs of the 5th Duma, Chairman of the State Duma Committee for CIS affairs and ties with compatriots of the 6th Duma and Chairman of the State Duma Committee on International Affairs of the 7th Duma. Chairman of the Board of the International public fund “Russian Peace Foundation”.
From 2000 to the present day L.Slutsky is the Deputy Head of the Delegation of the Federal Assembly of the Russian Federation at the Parliamentary Assembly of the Council of Europe (PACE). Since January 2012 he holds the position of the Deputy Chairman of the PACE.
Till 2012 Slutsky was the coordinator of the deputy group on ties with the Parliament of France. He is also a member of the Presidium of the Independent Association “Civil society”. Slutsky prepared several reports to the PACE, such as: “On the activities of the International Committee of the Red Cross” (2002),”On the accession of Monaco to the Council of Europe” (2004) which resulted in including the Principality of Monaco into the Council of Europe as a 46th state, “On closing of the monitoring procedure of the Principality of Monaco” which resulted in a unanimous decision to terminate the monitoring of Monaco on October 1st 2009 for the first time in the PACE history. During 2000-2005 Slutsky went tens of times on official business trips to Chechnya, in particular he accompanied the PACE speakers reporting on the situation in the Chechen republic. Awarded the highest award of the Chechen republic – Kadyrov’s award “For Exceptional Merits”.
Slutsky actively participated in resolving the problems of the Estonian Orthodox Church of the Moscow Patriarchate and return of the property which belong to the Russian Orthodox Church in Estonia. He also pays a lot of attention to the situation of the Russian-speaking community in the Baltic States.
L.Slutsky took part in numerous forums on the issues of ecological sustainability, ecosystems management and preservation of biological diversity. As a Chairman of the Board of the Russian Peace Foundation, L.Slutsky together with the Prince of Monaco Albert II took part in arctic expeditions to the North Pole and the Antarctica on the climate change issues.
Slutsky is a member of the Presidential Task group on restoring cultural items, other cultural buildings and constructions (order of the President of the Russian Federation ¹781 dated November 25th 2009), a secretary of the Presidential Task group on the preparations for the celebration of the 700 years anniversary of Blessed Sergius of Radonezh (order of the President of the Russian Federation ¹844 dated December 6th 2010), a member of the Presidential Council of the Russian Federation for the Cossacks. Last but not the least, he is the President of the International Public Foundation "Kronshtadt Naval Cathedral in the name of St. Nicholas."
In 2008 Slutsky was awarded the Order of Friendship for his contribution to strengthening international cooperation, rapprochement and mutual enrichment of cultures.
among the foreign state awards of Leonid Slutsky are: the Order of the Legion of Honor (2006) - highest award of France - for the development of parliamentary relations between Russia and France and active peace-making activities, the Order of Grimaldi (2007) - the highest award of the Principality of Monaco - for the active contribution to the development of inter-parliamentary relations, the Order of Friendship from Azerbaijan (2010).
L.Slutsky was also awarded the Orders of the Russian Orthodox Church (ROC) for his active cooperation with the ROC: the Order of St. Vladimir of the 3rd degree, Order of St. Sergius of Radonezh of the 2nd and 3rd degrees.
